Justine Gabias is the elected director for Electoral Area B on the Sunshine Coast Regional District Board. She's a candidate in the general local election scheduled for October 17, 2026, running against Dean Miller. Landon Dix serves as the appointed alternate director for Electoral Area B. He is also the owner of Landon Dix Projects Limited. The company's website advertises full-service design and build from concept to completion,
stating it has the ability to manage implementation and the overall construction process. Ian Hall is the General Manager of Planning and Development for the Regional District. On March 23, 2023, the SCRD Board convened a meeting. At this meeting, the Board resolved that Landon Dix, Alternate Director for Area B, be authorized to attend the March 23, 2023, in-camera board meeting. The legal grounds for closing this meeting to the public included litigation,
or potential litigation, and law enforcement. What was discussed behind closed doors remained sealed. On April 24, 2025, the SCRD adopted the Coopers Green Park Enhancement Project. A week prior to that approval, Landon Dix voiced a desire to be more involved in selection of the facilities and technologies used in the park project before final decisions were made. On September 5, 2025, the regional district announced a completely separate project regarding
Coopers Green Hall, the SCRD announced a 10-year license to occupy the hall with the Halfmoon Bay Community Association. The official news release outlined the arrangement, stating the SCRD grants the license, owns the property, and provides property insurance. While the regional district owns both properties, the park enhancement and the hall renovation are entirely distinct projects, governed by separate agreements and funded by separate budgets.
On January 13, 2026, architectural renovation drawings were produced for the SCRD-owned hall. These plans carry the title block of Landon Dix Projects Limited. The drawings feature a copyright notice that reads, This drawing slash design is and at all times remains the property of Landon Dix Projects Limited and cannot be used or duplicated without written consent. On March 16, 2026, the Community Association drafted a budget for the hall renovation, totaling $222,348.
This document contains no line for design fees and names no contractor. Members of the association approved spending up to that total on April 21, 2026. In a meeting report posted on May 5, the association stated its chair gave a shout-out to Landon Dix, who volunteered his time as designer to help prepare the renovation plans. The same report states the association has about $420,000 available, including funds returned by SCRD after the original Coopers Green Hall plan
was replaced by the Connor Park Hall project. It notes that, quote, the construction agreement with SCRD is close to being finalized, end quote. The public record shows a private company asserting ownership over the renovation plans for a public building. This work is funded by a community budget and overseen by a regional district agreement, while the owner of that private company simultaneously serves as the area's alternate directors.
No disclosure of interest by Landon Dix, and no recusal, appears anywhere in the public record. The Area B alternate directors company produced the renovation plans for a building owned by the SCRD. Did he disclose that interest to the SCRD? The HBCA says he volunteered. The drawings say they remain his company's property. Who owns the design, and has any fee been paid, or will one be? Who will build the $222,348 renovation, and how is that work being awarded?
